ASEAN and Russia Launch New Enhanced Security Cooperation Regional and International

"This needs to be done by utilizing various mechanisms of cooperation that has been running as well as expansion of cooperation in order to realize regional architecture in the region stable. ASEAN continues its efforts to encourage the formation of a peaceful area and integrated community well-being for the people of ASEAN, "said Director MWAK representing the Chairman of SOM ASEAN-Indonesia when responding to the discussion on issues of regional cooperation and the International, which became one of the agenda of the 12th Meeting of ASEAN -Russia SOM.

Indonesia underline four main points in an effort to increase cooperation ASEAN-Russia partnership in the field of nuclear non-proliferation and disarmament.

First, Indonesia encourage continued discussion of the issue of the Korean Peninsula for the creation of stability and peace in the region.

Furthermore, the importance of diplomacy and dialogue in solving the issue of Iran's nuclear program as well as in building international confidence in Iran's nuclear program for peaceful purposes.

While the third, Indonesian encourage the achievement of mutually agreed solutions comprehensively supported by the international community, so that agreements reached by Iran and the P5 + 1 in April remains a positive momentum in the atmosphere to relieve tension in the Middle East today.

And the fourth, Indonesia encourages continued achievement of the Protocol signatories Southeast Asian Nuclear Weapon Free Zone (SEANWFZ) by all Nuclear Weapon States (NWS) in order to realize the ASEAN as a nuclear free zone.

Increased Cooperation ASEAN - Russia

This meeting also focused ASEAN cooperation with Russia in the fields of economy, energy, counter terrorism, transnational crime, disaster management and emergency response, social science and technology culture, particularly to encourage people-to-people contacts, as well as the discussion of Middle East issues.

Deputy Foreign Minister / SOM Leader of Russia, Igor Morgulov as Chairman of the Russian delegation, said that "ASEAN has an important position in Russia's foreign policy, especially when today's Russia is facing sanctions from Western countries. It is also stressed that ASEAN is one of the concrete forms of regional cooperation is the best at this time, especially in efforts to create stability and regional integration ".

ASEAN-Russian trade figures increased significantly by 9.9%, from USD 18.2 billion in 2013 to USD 19.9 billion in 2014. Foreign Direct Investment (FDI) to ASEAN Russia also increased, with a value of USD 540 million in 2014. To further encourage cooperation in economy and trade, Russia expects the creation of a Free Trade Area (FTA) with ASEAN member countries bilaterally and with ASEAN as a regional organization.

Several other efforts will be made to boost economic cooperation ASEAN-Russia, among others, through the ASEAN-Russia Business Council, the implementation of the ASEAN-Russia Business Summit and the visit of the Russian business people to ASEAN member states and vice versa.

Comprehensive Action Plan (CPA)

For future cooperation, ASEAN and Russia agreed on drafting the Comprehensive Action Plan (CPA) new year 2016-2020. CPA is expected to be adopted at a meeting of ASEAN Foreign Ministers with Russia in August 2015 in Kuala Lumpur. Russia also hoped that the plan of the MOU between the Eurasian Economic Commission and ASEAN can be finalized soon in order to participate to help increase economic cooperation between the two regions.

ASEAN and Russia have also realized the importance of improving the quality of the partnership which has been running for this in order to determine the direction of a partnership in the future. To that end, Russia proposed the establishment of the ASEAN-Russia Eminent Persons Group (AREPG) to provide insight, concrete recommendations and practical steps in an effort to increase the level of ASEAN-Russia partnership. EPG is expected to result in the form of a report to the Leaders at the ASEAN-Russia Commemorative Summit in 2016.

ASEAN and Russia begin informal dialogue relations in 1991 and rose to the formal relations of a partnership of ASEAN-Russia cooperation in 1996. The ASEAN-Russia partnership continues to be strengthened, which is marked by the implementation of the first ASEAN-Russia summit in 2005 in Kuala Lumpur, Malaysia to produce the Joint Declaration of the Heads of State / Government of the Member Countries of the Association of Southeast Asian Nations and the Head of State of the Russian Federation on Progressive and Comprehensive Partnership. Cooperation partnership relations are further strengthened through the organization of the summit of the 2nd ASEAN-Russia in 2010 in Hanoi, Viet Nam.

Currently, Malaysia is the Country Coordinator Cooperation ASEAN-Russia Partnership for the period 2012-2015. By 2016, ASEAN-Russia will mark 20 years of cooperation partnerships, which Laos will be the Country Coordinator replace Malaysia. At the time of implementation Commemorative Summit in 2016 is planned to be there a joint statement outlining the future direction of cooperation of ASEAN-Russia partnership as well as a variety of situations and regional developments of common concern of ASEAN and Russia.
